I wanted to make service sims and role sims can have romantic relationships and whoever has a romantic relationship with a resident sim, I am going to turn him/her into a resident sim. So I checked the caste setting for “role sim” and “service sim” and their romance: allow setting was true. But I didn’t get any msg about them interacting with resident sims romantically. So I changed one of my resident sims’s sim option and set “role sim” and “service sim” for “romance: allow partner caste”. Did i do it right? I have waited for several sim days and nothing happened...

The chances of that happening with a Role Sim is virtually non-existent.
With a Service Sim it's possible but very very rare I've only seen it happen once and that was with Dilly Pidgin in Twinbrook about 2 yrs ago with the Mailman.

Let's remember that Role Sims (unlike Service Sims) can be homeless or residents. I've had resident Role Sims progress romantically on their own, but agree with sittingbear that I've never or almost never seen this with homeless ones. They finish their shifts and go off the map or into their hidden areas on LN apartments to hibernate, so they aren't available to be progressed very much or for very long. And they can't really do much while they are on duty with Register constantly pushing them to staff their role giving objects.

By setting the SP Romance: Allow Partner Caste that way, you are restricting your resident sim to progress romantically with Role and Service Sims only. If they are never or almost never available for such progression, then your sim is going to be awfully lonely if they aren't already partnered up since they would be unable to romance anyone else. They should still be able to flirt with others, but that's different and doesn't seem to be what you are after.

You might consider a compromise -- perhaps move some unrelated Role Sims into a household or two together thus making them real residents, but don't give them very nice houses to live in and disallow them from moving solo and collectively. If one can figure out how to romance your sim (or vice versa) while not on duty somehow, then they get "rewarded" by being allowed to live in a nicer house or to move in with the other sim.

I forgot about the Role Sims could also be residents so use to them being homeless sims. And Service Sims can pop up at community lots from time to time but it's so random on who shows up.
