They are like in the picture I linked about the sim option. I have since set the immigration gauge in the lot option to less than zero because the sim options seem to effect the pudding status, and I don't want immigration into town. I also re-tried with simbin option turned to 100, I didn't get any errors this time after I updated the mods when I got IP, but the mailman was still pudding.

"And the sliders for your "pudding" sims are indeed "0" across the board ? "
Where ele can I find settings that effect this?

This isn't really a huge issue, just a nuisance, at least most of the sims look none pudding, just a selected few service npc who don't. And I can always replace them in CAS.

"Facial Blend Mutation: Unset Blends" defines how much to alter "0" value facial sliders on newly created sims.

If you find the "pudding" factor occurring a lot, you may want to increase the range of this option. Don't increase it too far though, since doing so can produce grossly deformed sims. :)
