I use Retuner to prevent the University Mascot from showing up: Members' Retuner Settings: Mascot.

@Sarah - Impressive, I forgot that we had Retuner settings for that.
I believe the way this works is that all sims are supposed to be assigned a boss, but the ones at the higher levels will have different bosses (and co-workers) than those at the lower levels within the same career. At least that's SP's way by default if you have the SP Careers add-on module. The EA way is more random and I think you can end up with a Level 9 worker having a Level 2 boss.
If there aren't enough resident sims to move into that career to satisfy all of the requirements, then yes homeless co-workers will spawn. You can use MC Cheats to assign particular co-workers yourself, if you want to get granular about it. Since we have Sarah's attention already, perhaps she will remind us of the ways she uses to limit co-workers so as not to require so many (or any) homeless ones.

Thanks Sarah_Sims for that suggestion! I'll definitely use Retuner now to get rid of that mascot.
Also thanks igazor for clearing everything up. I understand the boss and co-workers situation now, as well as how to properly use Register (and Story Progression). I guess I'm being just a bit picky when it comes to homeless sims. I'll use the suggestions you gave me.

To stop homeless coworkers being generated for the active Firefighter career, you can also use Retuner.
City Hall/Any computer > NRaas > Retuner > Settings > General > By Tunable XML > Sims3.Gameplay.ActiveCareer.ActiveCareers > ActiveFireFighter > kMinNumCoworkers > 0 (Default:3)
There may be other active careers in there as well but I'm not sure.
For all other careers, it involves opening up the Careers_XML in S3PE and changing all occurances of 'minimum number of coworkers' to zero. I'm not sure of the exact text to search for atm as I'm on my tablet but can look it up later if you'd like me to.
