I think if you just want to catch fish more often shortening the avglength values should do the trick. Supposedly it's the average length of time between fish catches (appearances?)

Try looking in the Fishing XML (not accessible with Retuner unfortunately) and scroll down to find the info on fishing spawners, the average time to catch a fish at each spawner is dictated there and can be edited with an XML tuning mod
