I would like to turn off the interaction where a sim points finger at other sim and laughs in retuner, but I'm not sure which one it is. I think it's "make fun of" but would like your input guys. Is it the correct one?

This is called Heckling and it's very annoying. This is how I turned it off. From City Hall or Computer, NRaas> Retuner> General> Settings> by object> Sim (the second in the list)>Heckle>Autonomous=False.
I also have a mod for this, I'll look it up.

As far as I know, it's the same thing. But, I could be wrong.

It's just that I have the heckling mod you suggested, but I could have sworn that one of the sims pointed and laughed at my protesting sims after I installed the mod. It seemed like a different animation to me too, but it could just be me xD

Sometimes when you add stuff to the game, you need to clear your cache files before the new mods work properly. If you haven't done that, try it and see if it makes a difference.

I had a sim once that got frostbite and turned blue, (he was normally a dark skinned sim), when his brother saw him he pointed and laughed but that wasn't heckling, he just looked funny. I think the sim who laughed had the Good Sense of Humor trait. So sims doing things like this could also be trait related. Inappropriate, Mean Spirited, Evil, are more likely to be annoying.

The Point and Laugh is one of the Awareness Animations and has nothing to do with heckling you'll need this one to stop those http://simsasylum.com/tfm/index.php?/to ... -disabled/
