Can I use retuner to set baby animals to use the stairs?

No one knows everything this mod can do. Did you know you can tune the size of your sims nostrils with this mod? I'm kidding.

Is it possible to allow baby animals to use the stairs with retuner and if yes, how?

Sorry, the answer is to that is no. There are no animations available for baby pets or toddlers to use stairs. And to the best of my knowledge, and I have searched quite a bit, there are no mods that push that action.

How about something to disallow baby animals to leave the lot in any way?? My main problem is that the inactive sims carry them town the stairs somewhere and then they are stuck there and cant get home. So if baby animals cant leave home, or be carried away from home to me the problem is fixed. Is there something like that instead?

Even though I use GoHere's lock system so toddlers and pets can go outside etc on their own I have that problem with toddlers and baby pets being carried somewhere and they can't get back on their own. I don't see that too often with the animals though. Not sure if I used a setting for the baby animals. I'll take a look when I go in a game. In the meantime I've just been teleporting them back in.

That should be "....so toddlers and pets CAN NOT go outside etc."

What is GoHere lock system? I don't see a setting for that in my game.
