I think igazor is right. The general store register is for tents, showers in a can, martial arts equipment, etc. The food register sells produce and prepared meals. I've never used one in the homeworld though.
@sittingbear, the general register "works" in a homeworld, but many of the items won't show up because they are restricted by world. You have to make yourself a tuning mod for those to show up (which I've done but don't regularly use).

When I ran the test game earlier, I added kitchen counters and the Food Register to an empty community lot (visitors allowed). A role sim was assigned to the register almost immediately. I had my Sim go to the lot and I checked which option when clicking on the actual register brings up grocery store items (it's 'Buy').
The General Store register does sell the showers in a can, tents, etc. There's a mod available (also on TFM's site I believe) that allows Sims to buy WA goods anywhere. It's been a while since I used it so I don't recall if it's the General Store or Relics register that mod is linked to...I'm mentally wandering off topic.
I didn't need to do anything else, like using NRaas options on the lot, register or City Hall.

Ok, I was finally able to get back to the game and put back the food register in the grocery store. I assigned one of my residents and had another sim come in to buy groceries. I'm happy to say, I got the "buy" option and he was able to buy groceries. Now I have to go sort out the rest of the town, they're all over the place LOL Thanks for all the help and suggestions

UGH! Why is my store "closed"? I have the Food Register (not the general store register) placed, with a sim assigned to tend it. She stays at the till and doesn't leave it while assigned. I sent my sim to buy groceries and when I click on the register the only options is DE / Register / Browse, but the browse is greyed out and when moused over it says the store is closed! It is not closed. Why is my stores always showing closed and how do I make it open during business hours? I'm getting reeeeally frustrated with these registers.
