Register and adding homeless sims to work

Role Sims, homeless, service Sims, oh my. Something tells me we're not in Sunset Valley anymore.

I'm testing a world that I am building. I've turned off SP as I don't want that running during the testing, but have all my other Nraas mods in the world. Register is not adding sims to fill all the available roles for mixologist, concession, consignment shop, etc like it usually does when I start a world. I kept getting notices of open slots. Immigration is turned off as well as I didn't want it adding townspeople. Do I need to turn immigration back on to get it to move in more role sims? I thought that it added what it needed with homeless sims and not via immigration. I did read the faq and interactions on the register page, but am still unsure what to do. I checked population with MC it had my tester family listed, 55 service sims and 4 homeless sims. The only roles filled were two concession stands, one bar and hmmm...forgot the other one. I do want to test how the community lots are working so I need those slots filled. I was really surprised that it didn't have the paparazzi filled :o Those I usually have to cancel if I don't want them. Go figure. :) Any advice is much appreciated. :)

By turning off Immigration in Register, the slots of Role position is determined by the amount of Homeless Sims you have in your game, I believe its around 20 max. These Sims are then collected either for those Slots or as Coworkers if there ain't enough Residents the game can pick from.

This is the EA way and not enough you'll see within your town who can fulfill such empty slots for a Role Position.

By Allowing Immigration the game is forced, based on slots (role objects) that needs Sims for the Role Position, to create a Sim on demand so it can fulfill the slots. These Sims remain homeless and will retreat to their own little spot high in the sky when their Job is done.
Keep Allow Resident Assignment on false, if you don't want them to move in or to Register to select "Retired" or "Unemployed" from your Residential Pools.
