Why does the game put automobiles in my Sims inventory when my neighborhood doesn’t have any roads? It drives me nuts to see an automobile in a Caveman Sims inventory.

Because that is how the game is programmed. EA never offered us any worlds without roads so that's not something its developers would have ever checked for.
There's a couple of things you can do to help control this. If using NRaas SP for story progression and you have the SP Money module, then look under NRaas > SP > General Options > Options: Money > Options: Purchasing and then set the minimum household amounts required for SP to push sims to purchase cars and bicycles to higher values than they would ever really reach.
To stop the game from handing out free, cheap cars whenever sims want to get around, there is a setting in NRaas Traffic for that. Then they will try to take cabs, but of course they can't do that if there are no roads or if car routing is also switched off entirely.
