This is especially for the ones who have a Steam Installation, EasyCasp see for more information.
In another Thread Igazor said that the use is only for disc installations.
I don't know if this really works for Steam, when you use the packages I made,
so you need to test it (please report, if it does not work ;-) !

Save your game befor you go on, f.i. name it save_easycasp-test
Simply place the file into your Mod/Packages folder.
I offer 3 versions here: Dropbox Folder
  1. all Sims3 basic hair and eyebrows unselected "valid for random", stopping the change when a sim ages up
  2. a selection of basic clothes now valid for category outerwear
  3. my own personal settings: (don't use the other 2 when using this one)
    - including a lot not valid for random hair, eyebrows, clothes, including anoying stuff
    - more categories for clothes available as valid (or less if misscategorized)
I have all EPs, but if you don't, I think this won't be a problem. If you encounter an error, simply remove the package and delete the Cache files in your documents/sims 3 folder as always.

I can't see any reason right away, from your description, that these files would not work. Sounds like they should be fine. It's the EasyCASP Editor program that won't function for us, not the package file output it produces. I've been contemplating doing up a different kind of install (on a different machine or for a different operating system "user") to run programs like this and shift the output over to where I'm really playing but that always seemed like way too much work vs. the limited time I have to spend servicing my game and I don't currently have game discs to work with.

The only downside I see here is that all players may not agree on what CAS parts are desirable or not for random or for outerwear. These are extreme examples, but maybe someone really likes valid for random hot dog outfits or shorts and a tee-shirt for outerwear? I mean, that's to be expected of course but the problem is that we would then have no way I can think of to adjust the packages nicely being offered if we wanted to. But it does sound like giving them a try might be better than working with EA standard which in so many cases makes no sense to anyone.

I have made some changes. Don't forget to clean all your cache files.

Well this is a free offer, surely I cannot make settings for everyone. So if my selections with outerwear (I only added clothes, because there are very less, EA did not update previous EP clothing to be also valid for outerwear) or my personal one does not fit your liking at all, then do not download or remove it after trying (+ cleaning cache).
