Is there a way to disable playable careers, like stylist, fire fighter, singer, acrobat etc, for NPCs?

On City Hall or an in-game computer, NRaas > SP > Caste Options > Not Active > Career: Disallow > (and select the careers you want all of the not currently being played household locked out of). Or you could do this on Town Options and then set an exception for the sims you are playing on Sim or Household Options, but that seems unnecessary if you aren't planning to ever switch actively played households.
Note that with Showtime we have three special cases. Not really careers as such, but the game itself (not SP) will in most worlds keep trying to push homeless sims or spawn new ones to be street performers and SP can be powerless to stop that. Many of us find that if we disallow both the careers (as above) and the three associated skills then at least that slows things down but some homeless sims will still be dragged into these slots even if they never really perform on the streets.

Hi there. The short answer is yes, but it depends on what we mean by NPCs. Different players use the term to mean different things, sometimes interchangeably.
Here we usually use it to mean Non-Playable characters, so that would be sims who are homeless. Some use it to include sims who are full-fledged residents but reside in other households, which might include new households immigrating in. So these sims would be theoretically playable, but it isn't really part of the plan for the player to ever control them. It then becomes a potential issue if we designate that only the actively controlled household can be in these careers and no one else, and then switch actively played households as the ones just becoming inactive might lose their jobs if an extra step isn't taken to allow them to stay in those careers while not being played.
Or, possibly, are you not currently interested in some of these careers for the currently being played world and wish to lock all sims in town out of them regardless of their status otherwise?

Thank you for the clarification on diffrent ways to look at NPCs. I've never thought of it that way. For me NPCs are all characters not part of the one household I play.
I'm looking for a way to prevent all sims, not part of my one household, to get one of those playable careers.
