Is it "safe" to have a travelling Sim stay non-active for a while? Like, if I want to have the Sim be a tourist from another world but I want them to be a non-active Sim?

Tourists are always inactive sims. Actually, they are mini-sim representations of the full-fledged sims who still exists back in their own homeworld and they can never be made active while in that state. This doesn't really have anything to do with Traveler.

I think I am misunderstanding the question or tripping over your use of the word "tourist." Can you give an example of exactly what you are trying to do? Are you perhaps using Traveler to vacation a household in a foreign (to them) world and then switching active households?

Yes, that's exactly it. Sorry if my phrasing was confusing.

That should be okay, then. But I wouldn't want to leave the travel party inactive for very long (how long is difficult to determine) nor abandon them there and travel other sims elsewhere as the game will no longer know where they are from or where active play is supposed to return to when the vacation is over.
