New EA Towns...A Question

Is there a way that I can modify the original EA towns so that whenever I attempt to start a "new" town or game it's already got my modifications? Without world editor btw. I have a Steam download and WE doesn't work with Steam.

I often spend much of my time editing a new town before I begin playing it and now I am finding that once a town gets to a certain point in it's citizens lifetime I have had to move everyone to a fresh town or else I end up with constant glitches and Error 12s. This happened with my Sunset Valley game and I was able to successfully move my original and first-ever families to a fresh version of SV, and it has been playing wonderfully. But all of this only after spending days getting it set up like the version I left.

What I would like is to be able to just re-create each EA city the way I want and have it there for me to start afresh when ever I need to do so. I'm unsure how to go about this. I know I can just modify each one and then save the un-populated version to a separate file and transfer it back to the saves file each time, but I wanted to know if I can set it up so I can just modify the originals so I could do it as if that was what EA gave me to begin with. (I hope I'm making sense here...it's early and I have not finished my coffee.)

This is actually the best solution provided that you can't use CAW. I saw saves of empty towns, once it was very useful for me. This made it easier for me to work in the reconstruction of the town to my desires. I saw them a long time ago, so I'm not sure I can find them for the current version of the game. When the time comes for the next restart, I'd advise you to create two important saves. The first - absolutely empty town, which may remain only those buildings that you will always like. The second - completely rebuilt town, but it should remain without residents. When the time comes, you can use this save and move all your residents there.

Thank you Sara_Darkees, that is pretty much what I planned on doing, but I was hoping there was a quicker and easier way. It's not a big deal to do that, but I always look for a short-cut if there is one.

I'm not sure why I didn't do that this last time with SV, it did occur to me at the time, but I got excited and started playing right away and then it was too late. Right now most of my games are going well, but my Riverview game is starting to have a few minor issues. (yes I've done all the other types of fixes, ie reset town, cleaner, etc) Riverview is my pride and joy of all my towns I've re-constructed. I will likely start making it over again soon and then begin each new town based on how old each game is, saving them in that order. :)

I don't have a Steam installation, but I'm pretty sure you can set it up to use CAW. Here's a link to a video by Sims Supply showing how it's done. I looked through the recent comments and it seems it does still work with Windows 10.

If all you're doing is replacing lots, it would be a breeze to fix in CAW.
