If you had either evicted the family, used MC's Instant Baby or moved them in from the Library Bin they will end up with one. There's a couple of other ways they can end up getting one but I can't remember them offhand.

I did move them from the purchased home they bought at departure from the main family home into a larger home via Edit Town. Would that count as an eviction? If so, that explains it, as I've never moved them into another home like that before. The family had a toddler and an infant, both natural pregnancies, but I haven't noticed the infant playing with one after she aged up to toddler with cake. Would she get one too? But I never knew it was possible to get them using Instant Baby! I've only had to do that a few times in my Town Jump game to have couples with unique genetics get a move on with their families. In fact, I just moved a romantic interest couple in together, gave her an Instant Baby, pollinated her, aged the infant to toddler, and then not long after the birth of the pollinated child, SP recently announced she was having child #3! Do you know if the pollinated children get them? I appreciate your info as I was playing an IF doll game recently and never thought about checking to see if there were others ways to get an IF doll besides them just showing up in the mail.

I don't think they will. But I've never used Pollinate so I can't really say for sure.
The only reason they get an IF from Instant Baby is because Instant Baby bypasses all the checks.

This was fixed in V134 to respect the kChanceToGetImaginaryDollsOnChildBirth tuning value but yes it will still give them to inactives if that is set to higher than 0.
