It could also be a routing issue. If they try to go to sleep but can't reach their bed, they'll drop the action.

I didn't know about it either until someone mentioned it here in another thread. I wish I'd known about it years ago, because I use it a lot, especially when reading Skill books.

Cassie raises a really good point about routing. With 30 Sims, your house may be absolutely littered with those invisible social jigs which interfere with routing. You can delete them with MC < Household < Object Stats < Not Inventory.

Another thing that I've seen interfere with Sims going to bed is bed assignment and bed sharing. If Sims aren't assigned a bed, that seems to discourage or prevent them from autonomously going to bed (at least it does for roommates at University).

I've also seen Sims refuse to go to bed because of who their bed partner was. Sometimes they'll refuse to share a bed with a Sim they've previously shared a bed with. Relationship corruption happens sometimes, where for example married Sims suddenly act like they're strangers, even though they still have a high relationship score.

(This talk of bed-sharing has got that line "I've got past the point of caring just whose bed I'm soon to be sharing" from Greg Allman's Midnight Rider stuck in my head. It's a great song that I now have a good reason to go listen to a bunch of times until it gets unstuck.)

I don't know if this will help you, but Sarah Sims talks a bit about adjusting the energy motive decay via Relativity on her blog site. She plays a rotational neighborhood, and as she explains, this method encourages the neighborhood to fall into a regular sleep cycle: https://simsarahsarah.tumblr.com/relativity This might be what you need to do.

My own method at present is to use a few mods so that I can predict (roughly) how long the sims sleep and get them up, so that they fall into a cycle. I use Relativity to double my game day length, but I don't tweak the energy motive settings. Instead I use Buzzler's Same Energy For Every Bed and then follow his tip to adjust the global SetBedEnergy value (to 1 in my case); this makes for an eight hour night. So even if I forget to pull out that sleep length bar, if my sims go to bed tired (about that time they get the sleepy moodlet), they will wake up the next morning at the "right" time. I still have to send them to bed, though, but since they are about at that point energy-wise it's generally not a problem.
