Question about apartments.

I have a sim I am playing and she is in an apartment, which supposedly has more than one apartment in it, so do inactive sims move in to the other apartment or does it stay empty.Also, do more than one family of inactives occupy apartments if there is more than one apartment available in the lot?

There are two kinds of apartments in TS3.

LN style apartments are of type Resdiential-Regular as viewed through Edit Town. They are usually highrises but don't have to be and have one usable unit for active or inactive resident sims. The other units would have hidden room markers on them and are behind NPC doors. No one can really live in these, but homeless NPC sims who would otherwise go off the map to hibernate when they are not needed to be simulated will appear to "move in" to give the building the appearance of being a busy apartment building. You can summon these NPC sims by ringing their doorbell or using the callbox in the lobby. They will appear before you, but you cannot enter their units as they are darkened out. We can use MC's Add Sim on NPC doors to add homeless NPCs of our choosing to these units, but again they don't really "live" there as resident households do. When a resident household purchases and/or moves in to an apartment building, they are only purchasing and moving into the one usable unit. The rest of the building that is not part of the usable unit or behind NPC doors should have public room markers on each room so that they are designated as common areas and so that the one resident household is not buying or paying property tax on more than their one unit.

Uni style apartments are of type Residential-Apartment as viewed through Edit Town. All this does is activate the town's Roommate Service with no way to switch it off so that up to 7 roommates will share the resident household's living space in the still one usable unit. It's really Uni World's dormitory concept ported over to homeworlds and not what most of us think of when we think of apartments. There is no way to change the lot type if that is needed without evicting everyone first.

There are two popular mods, not meant to be used together, that change the behavior of the Uni Apartment types of lots but as you haven't mentioned them, I take it you have neither in play. One is Ani's Apartment mod from our site here, the other is pjsutton's apartment mod available on MTS.
