I wouldn't say there is an exact science to this. But if your active household has at least one free parking space or bike rack slot, you could use Family Funds to temporarily give them enough cash to do this (then take it away again later) and have them purchase the vehicle you wanted another household to have. NRaas > MC > Household > Family Funds (to add to the family cash total).

Then put the car or bike in personal inventory and use MC > Sim > Basic > Transfer From to shift the vehicle to the personal inventory of another, and MC > Sim > Basic > Money Transfer on the other sim to transfer the funds back to your own sim. When all finsihed, Household > Family Funds again to enter a negative amount to bring the active household's cash back to where it was before.

Alternatively, you could switch active households all through town and have the inactives purchase their own parking spaces and bike racks (if needed) and vehicles. You would not want to use Dream Catching switches to do this, except perhaps when switching out of the actives you started with. That would take much longer, but the advantage is no confusing cash transfers and you could, if wanted, specify Preferred Vehicles on one sim per acqiured vehicle that way which will encourage them to use the intended vehicles more often.

Oh... I thought there was an easier way for an inactive sim to buy something. By the way, I noticed something else strange. I forbade the use of taxis, but teenagers still use them. This is because they don't have the driving skill, right? But this is a great opportunity to buy a bicycle! Or teenagers can't afford to buy something? Just in case, I'm talking about inactive teenagers. Although... The problem seems to be that there is a specific list of vehicles that are available for inactive characters, and eco-transport are not included in that list.

There's a mod at MTS to have sims pay for taxis so they don't ride for free if that helps, you can find it here.
Also, you can disallow types of cars in SP>General Options>Money>Purchasing>Disallowed Cars. That will stop sims from buying those cheap Sloppy Jalopy cars. I banned all ITF cars.

That's great news. Some of the options I need are in the most unexpected places. Was that planned? Ah yes... I found a mod that replaces the color of the taxi. I think this will be more useful to me. Thanks for your help.

It doesn't. Just prevents them from buying them again.
I thought I'd seen something like that in the SP documentation before and what I was probably thibnking about was this:
  • Note: If an inactive sim currently has a vehicle in their inventory that is listed, the vehicle will be removed from the game
I've never used this myself though, so I might've misunderstood what it actually did.

LOL Sara_Darkees!  Yes, I was kinda expecting buckets on wheels. That would be just too precious to imagine.

I've never used this myself though, so I might've misunderstood what it actually did.
Someone must have added that out of wishful thinking. That's certainly not how I coded that option to work. :)

@Sara_Darkees If I am remembering correctly there is no way for inactives to purchase bikes without the bike stands on the home lot. Not positive that will encourage them to do so but bikes can’t be placed without them.

Mandelyn, I'm sorry, I don't see the logic. Most sims in my town don't have parking spaces for cars. But nothing prevents them from keeping cars in their luggage. I also wonder what will encourage them to buy eco transport. And I'm a little worried that Overwatch isn't removing all the abandoned cars. I don't understand... Why aren't they on the list of things that should be removed?
