i hope you could understand correctly.
i select some options on nrass just like overwatch,register..
But they 're also still active in my new save file as well.why they re not in default settings.why does this happen?it seems as if i packed the settings.helpp

What you have described will happen on purpose if the new save file is a Save As off of the older one. It can also happen by accident if you retreat to the Main Menu to load a new or different save rather than quitting to the Desktop (or Origin if on 1.69) entirely in between game session loads.

How exactly are you creating this new save file?

i mean new save file as from stratch.with a new town.
New game bears previous options of my old save automatically.but this doesn't happen for mastercontroller.
İt happens nrass register,overwatch.could i activate an option accidentally causes this by any chance?this is weird

That is not possible unless (a) you have tuning files in place that set the mods' default settings to something other than what they originally are for you automatically (can't really be done by accident, the files have to be crafted and placed into Mods\Packages on purpose) or (b) again, you are retreating to the Main Menu when creating the new game rather than quitting TS3 entirely to the desktop/Origin and reloading before hitting the New Game buttons.

Except for in the tuning files scenario, mod settings reside in the saved games (and in RAM if not quitting TS3 entirely first), not in the mod files or elsewhere. There is nowhere else for them to be stored when the game is not actually running.
