(sorry if this has been asked, kinda new there) are any of the sutff packs or expansions needed for any of the story progression modules?

All the mods here should be properly gated and will hide options that aren't supported due to missing expansions and not run systems that aren't relevant to your setup.

Hi there, welcome to NRaas, and when you get a chance I think we would love to hear the fascinating backstory of your user name.  :)

The answer is absolutely not, SP and most of the mods here will run just fine on the base game only. There are a couple of mods that would be unnecessary in some cases --  NRaas Tempest without Seasons in play would have nothing to do but that wouldn't cause any real issues. On a more extreme example, NRaas Cupcake modifies the Bakery store set items and will actually crash the game if the bakery items are not present but that's an oddball case.

In some instances there may be options showing up on the Mods' settings menus that become meaningless if certain EPs are not there (such as Traveler and the way it handles descendants, meaning the ones that ITF provides) but again no serious issues. I can't even think of many StoryProgression specific settings that assume an EP be in play to be functional unless you find any that concern after school clubs and proms (these require Generations) or minor things like that. I don't think the personality modules and genetics settings that deal specifically with the occults would have any impact on the game if Supernatural were not present, but again no expected harm should be done.
