Secondary outfits?
My inactive sims have more than 1 everyday outfit and I did not give them extra outfits in any way. What ways can inactive sims get more everyday outfits by themselves ? I have every EP/SP if that helps.

That sounds like a function of the NRaas Dresser mod to me. Would that one be in play? If not, then I do not believe it would be an effect of any other NRaas mod here.

Oh yeah, I forgot about that thing. Haven't played a world that has one of those (that I know of) or even thought about it for a very long time. Do all of your sims so affected have access to one?
That's the "problem" with playing a game that has so much content and depth associated with it. It's easy to set content aside, sometimes for sanity's sake, while playing and then forget that it's even there.

I use Dresser and its very cool and usefull, but
I would not recommend to give "all" inactives a second outfit (I tried it and its not worth it and work), because it might will charge your game a bit and when a sim ages their outfits, hair might change and you have to begin again. Unfortunately the changing when aging you can forbid via Dresser does not work properly. It also depends on if the clothes are suitable for the present age.

Secondary outfits?
I have an alchemy store with one such mirror standing there, guees thats where its coming from. Do sims switch into secondary outfits by themselves without the dresser mod?
Secondary outfits?
No, switching to secondary outfits is not autonomous.

Here is a nice workaround to force sims to a special clothing, I use this since years, works good for me
Dresscode by Consort latest Version 6 http://modthesims.info/d/477049
You get a new orange "pool Sign" in build mode / pools and it has a lot of options including Outfit Indexes. Place the sign on any lot, rabbithole you want (on a wall) and set the Outfit the sims have to switch and they will keep this outfit for a while.
If you choose one very public place where mostly all sims come like townhall you can set f.i. in summer the sign to Athletic, so the clothing looks more suitable for this season, if you don't want to give all inactive sims a secondary outfit (in my opinion the active family is really enough). Just be aware to change the setting for your sign when summer is gone
In addition you can use Nraas Retuner to tune the temperature a sim will switch to outerwear: XML options
- Actors.Sim,Sims3GameplaySystems
- kTemperatureToSwitchToOuterwear and kTemperatureToSwitchOutOfOuterwear value is Fahrenheit.
I changed it to in: 51 out: 52 (10,5 Celsius, 11 Celsius)
This will affect all seasons for general setting and the sims won't use outerwear only in winter.
