Wanted to know if it's possible to play around w/ the scoring limits to become a celebrity. I've been using "HP's" mod (from MTS) but that doesn't seem to work too well for level 1; far too easy to become lvl 1 celebrity.
I've looked, but haven't found a correct path for the scoring. Thanks for any help.
Tuning the score pts. for celebrities
I've checked the file for patch compatibility on patch 1.67 and the file should still work (also on 1.69). Unless somewhere in the patching the tune-able file got whacked by EA.
I think this has less to do with scoring and more to do with inheriting genetics of a celebrity parent. If I recall correctly if a parent (not sure if both is needed) is a celebrity, any kids of it will become a 1 star celebrity as well.
If that's what you want to eliminate, there are ways to go about it:
A:) Export Genetics_0x71bbafc2bb6085c7 _XML from the GameplayData.package into a separate *.package file, alter these entries:

See if either one of these suggestions fit your personal taste. If this is not what you are looking for, can you be more specific with how they gain the level 1 more quicker, are you using NRaas StoryProgression and such.

D) Another approach, if I may suggest something. Instead of or in addition to tuning the celeb points needed or granted, one might also adjust the caps on each celebrity level as those are pretty easy to reach.The default values for Levels 1 through 5 are 100/50/25/12/6 (the 100 meaning there is no cap on Level 1). Depending on the world I'm playing, I find something more like 50/12/6/2/1 to be much more realistic, though those final two might be too restrictive for some players and I would probably be a little looser with worlds like Bridgeport and Starlight Shores. When a cap, as a percentage of resident population, is reached, no more sims can reach that level until a sim already there falls back, moves out of town, or dies.

But, I'm uncertain how those ratios work? How do those values you wrote reference the actual points for the given levels (EA's version). I'm used to seeing (not being precise to levels, but) 2500, 5000, 20000, etc. Thanks.

Are you referring to the ratios in my suggestion? That's not what they do, those are ratios of the total resident population. In other words, by default no more than 100% of the population can be Level 1 celebs (so no limit), but no more than 50% can be Level 2s. In my suggestion, those would change to no more than 50% can be Level 1 and no more than 12% can be Level 2 regardless of how many celeb points they earn.
So if you have a resident population of 100 sims and 12 of them are already Level 2s, there can be no more promotion to that level until one of them moves up, down, leaves town, or dies. You can, of course, make the ratios more restrictive than that.
