Sim Reset
Maybe for starters can you relate to us on which patch level you are on and which version over Overwatch you are using, is it the most current one V120? (Check within game CityHall> NRaas> Overwatch> Versions).
Also is the game you are playing a progressed world and have you changed anything in the Overwatch Settings, such for this particular action OW should perform (also within the Cityhall> NRaas> Overwatch> Settings>):

By any chance those 2 are set on false in your game?

By any chance those 2 are set on false in your game?
Well if it shuts off TV's, Stereo's on Community Lots and Inactives Homes as well Cleaning up Cars. Then the mod should work properly.
Since that isn't the issue, can you try the following:
- If you have MasterController mod (if not download and place it in your Mod-setup, clear cache, start game and load your town), do on a Town Scale Reset Everything (CityHall> NRaas> MasterController> Town> Reset everything, requires several minutes to process).
This will give check everything in your town and reset every object it can find including Sims who will be warped to their own Homes or Pools.
See afterwards, how OW behaves. If you do have MC mod, try deleting the ScriptCache.package in your Sims 3 user directory before starting your game.
As for other reasons, besides NRaas mods, do you have any other mods that alters the routing system. If so, move it from your modsetup to your desktop and see how OW plays without it.
