"Add Moodlet: Personal List" does what?

So, click on a Sim, "NRAAS->Master Controller->Intermediate->Moodlets...->Add Moodlet: Personal List" does not appear to do anything, possibly because I have no idea how to make a personal moodlet list, if such a thing can exist.

MC > Settings > Choose Personal Moodlets
This is where you add or subtract from your (initially empty) list of personal moodlets.

MC > (Sim) > Intermediate > Moodlets > Add Moodlet:Personal List
This is where you use the list established above.

The point of this is that after the EPs started flowing, there were so many moodlets in our games to list on the regular Add Moodlet selection screen that it took several minutes (or so it seemed) for it to populate fully so we could use it. Plus many of them have the same or very similar names but are for different purposes or species. The Personal List shortcuts all of that for the presumably smaller number of moodlets the player may want to frequently access this way.

Thank you. I really did look under MC settings. I didn't see it. This is very helpful for the reasons you've stated.
