MC Edit In CAS, dead Sims, question

I am fairly sure that in the past I was able to pull dead Sims into CAS via computer/city hall, regardless of whether they were instantiated in a world at that moment or not. I don't seem to be able to do that anymore. MC now only offers me those ghosts that are currently roaming a world. Is this correct?
