Hello all!
Sorry if this is a stupid question that could have been fixed by RTFM more thoroughly, but I've been wondering if there's a way to keep homeless sims actually homeless? I've turned off immigration using Register for the time being to keep tons of random sims from moving into my town but this of course also has the side effect of lots of business that are unstaffed. Is there an easy way for me to have those roles filled but not have Sims move in?
Have homeless sims fill roles without moving in?

If you are using NRaas StoryProgression, try switching off its Manage the Homeless feature so that it stops trying to work with them.
NRaas > SP > General Options > Options:Households > Manage Homeless > False
If you are using EA's built-in story progression, then that might be an "all bets are off" kind of thing and just about anything can happen.
The only times homeless sims should be moved in or shoved into existing households with SP running and that one on False is if they somehow become pregnant or impregnate another sim. Or, of course, if the player directs them to move in or forces them to with MC.
The only thing that Register's kind of "Immigration" does is spawn new homeless sims to take up unstaffed role giving objects. It doesn't then go on to make them residents, only other forces can do that, so it should be safe to keep that on. The other choices for object staffing are using unemployed residents who are there already, that's a different Register option, or the player using Register directly on the objects and manually staffing them with sims of their own choosing.
