Stop GoHere From Charging Animals

When setting a fee via Door Options, is there a way to exclude pets from being charged?

There are two ways I can think of to do this. They both require first setting up a custom filter for animals.

1 - Under Global Door Options on City Hall, add the Animals filter to Ignore Door Cost Filter.
2 - Have two doors (where possible), one free and one that charges for entry. Disallow animals from using the regular chargeable door. Only allow animals to use the free door. Not sure what happens in this case if the animal is a baby (puppy or kitten) and is being carried.

I laughed pretty hard at this. I didn't think about them. Yes, #1 should work for now.

#1 didn't work. I created a filter using Species, selected everything besides Humans, then added that filter to Ignore Door Cost. The active household's dog is still getting charged. What am I missing?

#2 is not really feasible in my case since it'd be difficult to add a second door given the layout of the building in question.

Perhaps it's broken or it could be the species filter it's self, I'll note it for review.
