Sims are obsessed with the City Hall!

Is there a way to stop sims being pushed to visit the City hall all hours of the day and night? I keep seeing sims, from teens to elders suddenly leaving their homes and I watch them. Their tags say 'Go to City Hall'! It annoys me especially at 3pm, when I see teens getting in cabs or on their bikes, off to do lord knows what at the City Hall! Why?? I've set the lot as 'No Visitors Allowed', I've locked the doors with GoHere door options, set the filters to stop all sims going, but then of course I can't keep that setting as Political sims need to go to work there. But I've noticed something. The ones who are either registered Unemployed or Retired at City Hall have on their career panel City Hall as their 'workplace' and the hours '12.00-12.00'. They're always there! Does their 'CityHall:Unemployed' placeholder have something to do with this? What can I do to at least stop them from being pushed to CH every minute?

Now this is odd. I have inactives in all kinds of "registered at City Hall" self-employed careers, including the Unemployed 12-12 placeholder one, and with a lot like that set to No Visitors Allowed, I never see this. The only thing I can think of that would draw them in, other than the occasional class taker, someone touring the building (rare), or a high school graduation, would be if a protest was forming. I wonder if perhaps you have a mod or a Retuner setting that blocks protests but it's not stopping the sims from congregating there as if they were about to have one?

Does Tagger show anything that they may be trying to do while on this supposed No Visitors lot or are they just milling about doing idle animations while there?

There are no protests there, but there is a park across the road and I've seen a couple of protests there. Never seen any school trips to the hall, I wouldn't mind seeing that actually, at least the trip would be productive lol. No, the see sims I see - yes, milling about doing idle animations - are just sitting at the desks, standing around, chatting. It's like its a hangout, but it's definetly not. On Tagger, the tags just say 'Go To City Hall'. Nothing in Retuner that points to City Hall interactions. I don't have any mods that has anything to do with the rabbithole, except the rug (its a custom building)

It must be Twallan's statue that is drawing them in. We all have one of those in the Town Center or at City Hall, right? :)

Alrighty then, time to get creative. How about a custom Automatic Caste for those in the Political Career and an SP Lot Options Caste:Require restriction on that one at least until they figure out there are other places in town more interesting to hang out in?

Haha, actually I have a Twallan statue in the park opposite, but I don't get many visitors to the park, so I don't know about that lol.
Okay, so I'll make a caste in SP and do what you suggested, see what happens :)

Well, this is some irresistable City Hall I have here! I did exactly what you suggested, seta custom caste for Political Sims only, set the SP Lot caste to require the political caste only, but inactive sims are still going there! I'm thinking, the building was originally a library which I gutted out and turned into a city hall.
Would the game still see it as a library?

A rabbithole will override any lot settings even if it's set to No Visitors Allowed. And if the game really wants to push back it will and even SP settings won't stop it seen it happen many times.

I've never had even a library be so popular, at least not in worlds where there were enough other interesting places to go. Forgot to mention that GoHere needs to be in place for the SP Lot Options restrictions to have any effect, but it sounds like you already have it anyway.

Guess I would try a MC Reset Everything to see if that triggers any kind of worldwide routing change-ups. Then I would consider just getting rid of that lot and replacing it with something else, either a different City Hall or move the City Hall Rabbit Hole elsewhere. This is starting to remind me of a Consignment Shop I once had in...I think it was Sunset Valley so this must have been many years ago but it may have been Riverview that occasionally would try to pull around 90 sims in during very late night hours when the cashier wasn't even on duty (or rather, they got trapped inside due to the crowds). In fact now that I think about this, it was the subject of one of the very first posts I made here as a new member. Never did find out what the draw was, except a couple of other players said Shops placed the way I had done from other worlds will sometimes do that. Replacing the Shop with a different one fixed the problem immediately, oddly amusing though it was to watch the ensuing middle of the night and very early morning traffic jams in an otherwise functional and usually somewhat sleepy world.

There's a tuning mod created by Bluegenjutsu to stop any sims from going to City Hall autonomously. I've been using it awhile and the City Hall is only a place for political career, sims taking a charisma class and protests. Note that it also stops sims from pushing to Bistro, Diner, Grocery, Bookstore, Hospital and Stadium autonomously.

@ sittingbear, I have heard that before actually, I wouldn't mind if there was things inside the lot to attract the sims, but at the moment the city hall is just an empty building with one desk and computer and the rabbithole rug. I just want political sims to go and work and everyone else to leave it alone lol.
@igazor, Yes I have Gohere installed. Get rid of my City hall? Ooh no, that's not an option at the moment, I spent ages finding a building I liked the look of and changing the exterior - see my progress here:
