I've heard conflicting reports on this. Can I have more than one City Hall in a town?

Hmm, I don't think I've heard those reports and cannot think of what problems additional City Halls would cause (for us, I mean, it's up to the sims to work out their own complex systems of government and pretend they actually rule themselves).
What kinds of issues do the conflicting reports talk about, or do they just plain say "Don't do this"?

Simply "Don't". But other people say they have several City Halls. I'm playing in Lost Cove. The City Hall there is sunken into the ground (for aesthetics) and it's hard, though not impossible to route to. My sims are trying to "rebuild civilization" and I wanted to build a new City Hall (using a rh rug).

One rationale, though doesn't sound like the case here, would be a world where there are more sims in the Political career than can comfortably get in and out of one RH each workday. Of course, assigning different careers is another option within reach, but maybe a player wants a world with 101 politicians in it for some reason?

I do not know of a way to limit "professions" overall. But for Careers/Professions I manage those via Castes: Allow to find job set to False. Within the castes I allow or disallow certain professions for certain groups. I'm sure others will be able to suggest other ways of achieving this.
For sims assigned by the game such as Mixologists, Repairmen, Maids, Resort Workers, etc. you can set a limit in Register under Service. However if you are allowing immigration and have more objects (cash registers, concession stands, etc.) the game will generate sims to assign.
