I know you are suppose to safe and exit the game if you install a saved Mod Import into a new game. My question is, is it better to clear your game cache files before you log back in or does it matter either way?

AFAIK it doesn't matter. Mod settings are saved in the save game folder, not in the game cache files so it shouldn't matter whether you clear those or not. The only settings I'm aware of which need a save, exit, reload are Retuner settings. In any case, I don't normally clear cache files when I import NRaas mod settings.

Quick Question about Export/Import in Overwatch
Maybe it's not supposed to be this way, but I've found that some settings do not take hold entirely without a reload. MC and its custom menu hotkeys for example rarely go into effect upon importing alone. Nothing radically bad or game-breaking though as that's all more of a convenience. I know there's a command to reset the menus, but that one never works for me or I only get half of the hotkeyed menu items showing up that way.
