Do you mean Create A World? There are tutorials for it everywhere. Any custom world you use was created using that tool.

I'm not sure if this would be relevant, but I used to get this error with Awesomemod. There was a trait called Chosen Sim or something. And it would be randomly auto-assigned to my active sims. Can't go to work when returning from a WA travel.
This used to happen to me a lot. I fixed it by using Debug Enabler. As soon as my sims return from travel, I click on City Hall and use Debug Enabler > Sim > Fix Homeworld.

Ah, thank you! The sound looping seems to be fixing itself, now that I've booted up the game a couple of times without Simler's mod. The weirdest thing that happened after I took out the mod was that all of the townies suddenly had new names. Odd bug.

Ah, I see. Thanks. The paparazzi issue pre-dated my using Simler's mod, but it seems to be fixing itself. I took out some other mods recently also, so there were probably a few mods interfering with Register.
