Sometimes you need to reset the lot type. I seen the game change some lots namely parks and fishing holes to No Visitors Allowed after they have been placed.

There is also a bug with the Tour Bus from the Music Career that could also be causing the issue.

Is University installed? Are you using Origin, Steam or disc and what patch level? If using Origin and patch 1.69 make sure it is actually checked off and loading up. If disc are you using Ralphaelninja's Game Selector?
