I have never had a Tech major graduate with gowns. All other majors did, but never a Tech (or at least I'm fairly certain that's the major for law enforcement and military).

You can also use the DE to change their quality while in your sim's inventory.

@Brappl - I do it all the time in WA worlds so it should be no problem for the OP if the issue to complete the Opportunity is too-low-quality items to produce the necessary result.
