Just a thought, but have you tried clicking on the Synthesizer and checking in Retuner to see if it is set to True for Allow on Community Lots or any other setting in there, including age groups, pregnant etc. I've only ever used this on residential lots or at the base camp in Oasis Landing. Have you tried to "Fix Homeworld". I find after traveling in either direction its a good idea to fix homeworld. Its solved a multitude of problems for me. This may or may not work, but it can't hurt.
