<r>I've had this similar problem too but it was happened in homeworld. No sims came to the community lots even if they were hotspots and the only places they appeared were rabbitholes. I think the door options need to be set up or something, if you click the community lot, you'll see the door option...

I tried changing the valid ages of newspaper delivery but Register wouldn't give me the option. Can I do it with StoryProgression since there's a service caste?
