In Appaloosa Plains (AP) I used Total Annihilation for residents of the town as I'm going to populate the town with all those poor Uni residents, leaving all the homeless and role sims, and service sims in place. Thanks for the reply Igazor! Since I use Traveler in my TJ game to jump to the next town, I do have pets enabled for traveling, which explains why my horses were eligible to attend Uni! Are your partnered sims living in the same house? If not, with 8 sims, the house would be considered full, and without cheating the partner in, or having someone else move out of the main home, I don't believe the get married option will appear.
