I've not had any Sim refuse to dance together. I suppose I've not tried to have any Sims dance with exes or enemies, nor have I noticed if other Sims who were dancing together were enemies. The autonomous "Dance Together" interaction is another weird one, as a Sim who has been romantically betrayed by their partner will refuse to dance with their betrayer.
