Fatigues out, yeah. No skill effects on that I’m aware of.
Tried a new town, new sim. Athletic 0-3 in one session.
Installed relativity, set skill gain to 0.34, which seems to be approaching normal, although Logic will need to be yanked further down. If nothing else, this is a good work around!!

Just to toss this in here while we are waiting for more feedback from others, the child who was painting -- might they not have had the head start from having read the toddler's art books that pre-build the painting skill? Log 2 save/reload cycles set affect active household to true day 1: no affect. Skill gain still obscenely fast.
