AFAIK, TSM uses .NET Framework 4.0, while TS3 uses 2.0. At least that's what I noticed when I was looking through the TSM libraries in dnSpy.

That's right, you don't need to install .NET 3.5 separately.

Try doing it this way:
Press Win + R, in the "Run" window type "optionalfeatures", click OK, in the next window select the .NET 3.5 component and install it.
