Well, I tried loading the save without any mods installed (except the NRaas suite)... and the game crashed before the save could load. That's interesting and definitely shouldn't occur. Also note if you're viewing that list with a sim younger than young adult, they may be excluded from that buff.

So here's something weird happening with my game. I had my sim check the lotto records in the future so he could win it big in the present, and when that happened, I noticed my sim didn't get the insider tip moodlet that's supposed to come up. I didn't think much of it, so I had him enter the lotter...

Update: I still haven't figured out which mod is causing the unpopulation. However, I can get around this by just starting a new save without any mods installed, quickly saving before choosing a household to play as, quitting, putting the mods back in, and loading the save. Ok, so I loaded the game without the mods folder, and lo and behold, the world is populated.
Now the hard part is figuring out which mod is causing this problem...
