Probably not. Object footprint can't extend beyond lot borders. Even if the fence was modified to have a smaller footprint then sims would walk through it. Objects placed in edit world don't rebuild world routing either as you saw.

One of those is a C++ interpreter crash which is not easy to pull off given the engine is a static binary that is shielded from any funky state the scripting might get into. Just load up logs due to the sims route not persisting correctly. That particular error can be safely ignored.

I help run a website for work and we have found banning IP addresses to be very fraught these days, what with dynamic IPs and VPNs everywhere we can end up banning a lot of innocent people while the bad guys just flip on their VPN and carry right on . That's actually an EA error. Use mastercontroller to remove the heart broken buff from all sims in town. In addition the more sims club mod has known issues and should be removed. I believe there are updates to it on modthesims.
