That's actually an EA error. Use mastercontroller to remove the heart broken buff from all sims in town. In addition the more sims club mod has known issues and should be removed. I believe there are updates to it on modthesims.

Mastercontroller has nothing to do with taxi's I'm afraid. Maybe you also installed Traffic or something else.

Indeed they respawn on world load but looks like the goober figured that out before I got here.

These objects are re-granted each time you start the game to inactive Sims with this trait. The tuning values above can control that. The problem usually is the sims it pre-picks to fulfill these are often either aged up or killed on next visit to the world, by travel actions or just aging, especially if it's been a while since you've been, and that cancels it. I'm not sure but we know twallan designed these mods around his gameplay style so I suppose he wanted them to be immortal much as they were in sims 2. I'm sure he preferred population control via the personality module for them in which they get slain. Alas easy enough to toggle to your preference.
