Why won't that blasted mod show up in game? Hopefully we know!

Yikes, whoa there a minute. I am afraid your laptop is very much underpowered to be running TS3. While there may or may not be other issues like stale cache files and conflicting mods, it's really just not going to run more than the base game (if that) in any reliable manner. This is a machine meant for surfing the web, email, light office type tasks, and streaming videos, things of that nature, not for playing graphics intensive games. It's great if it was able to run the game for you in the way that you wanted for a while, or can still do so without subjecting it to mods, but laptops in this class are just not designed for the task and will tend to burn out on you if pushed this hard.

It is very lacking on the processor, it has no dedicated graphics card, and 4 GB of RAM is not sufficient to run more than the base game or more than one early EP or so on Win 10.

Sorry for the harsh report, but your best options would be to find a stronger system on which to play, if that's at all within reach, or set TS3 aside for a while. This laptop should be able to handle TS2 pretty well, if that's any consolation.

Indeed you're not going to get this game to run well if at all on that machine. Nevertheless the portrait issue is caused by installing mods that aren't compatible with your patch level.

Thank you everyone. I will look through the mods to see which ones conflict, but I didn't know that a stronger system would be needed for this game. Whereas I cannot go and get a new computer for this game, what specs should I look for the next time I have to get a new computer?

For all EPs, but especially the hardest hitting ones (Pets, Seasons, ITF, IP)

Processor: At least 2.4 GHz, quad core or higher for a laptop, the U- and Y-series processors should be avoided at all costs.
RAM: At least 6 GB, 8GB or more would be better on Win 10, go higher if you need to run any other applications like web browsers at the same time as the game.
Graphics Card: Dedicated Nvidia, in the current series GTX 1050 or higher or the AMD equivalents. The also new MX 130s and 150s are non-starters. Older cards are fine too if they are strong enough within their own series, but they don't tend to put older cards in new machines.
Hard Drive: Would start at 512 GB for the drive installed upon, smaller down to 256 GB is doable but one tends to run out of space quickly, SSDs are nice but not essential and the larger SSDs will drive the price up.

For laptops, price is of course not a factor to go by but usually suitable new systems start at around $900 (USD), desktops will run lower. Stronger components than required or SSDs again cost more. Your current one is, I'm afraid, several classes of machine below that.
