Hi guys been a long time I am having an issue with the resource confg, I just went to where I can download it and it said there was no file found what should I do?

You can even make your own Resource.cfg.
Open Windows Notepad and copy and paste the lines below

Now choose Save As (pay attention to where it's saving so you can find it) and name it exactly like this Resource.cfg select All Files then save.
