lol, I knowww right! Ok back on track. I have deleted all other mods and left only the Master Controller base mod. It is in the folder in the following structure:
C:\Users\Angel\Documents\Electronic Arts\The Sims 3\Mods\Packages
There is a double mod going on here too I see. After installing the framework I have this setup:
C:\Users\Angel\Documents\Electronic Arts\The Sims 3\Mods\Mods>>Overrides>>Packages>>Resource.cfg file
At any rate, there is still nothing showing up in game. no pop ups, nothing to do with NRaas, nothing.

There shouldn't be anything at all in your Overrides folder. That one stays empty unless a developer specifically tells you to put their mod or something else into it -- it's pretty rare.
You should not have two Mods folders and Resource.cfg should not be inside of Packages.
I'm sorry, I thought we got past this. Remove your Mods folder. All of it. Put in the Mods folder (that contains Resource.cfg, the Packages subfolder, the Overrides subfolder and the two sample mods) from the MTS download. That's it, as the illustrations show. Your mods get added to Packages.

Ok, the framework file was adding the second mod folder. I have transferred the resource file, overrides, packages and the sample mods to the first mod folder.

In case your not aware, the Mod Updater has a (not too obvious) option under settings, with a little button called 'Create for me' . This will create a Mods\Packages folder structure if they don't already exist and put in a default Resource.cfg file (although it does not have the overrides).
