@Sarah - I thought of that, but it's not really relevant for children and teens who have leapt out of their single bed for a quick shower and breakfast before school. Maybe it is the time of day thing as I mentioned earlier, as the game expects me to send them to school (or work) earlier than I really do and sims who are self-employed or homeschooled have that 12am to 12am non-schedule going on in the background.
And yet half the time their dad cooks breakfast and gardens wearing what he sleeps in on his days off, weather permitting, now that I think about it which is more of what Chain was saying. (shrugs) As long as they're happy...

This behaviour is not confined to the active household - I go to the tavern and there are Sims inside in their outerwear, for example. So far they are still changing for work, however.

To add to the above, I usually run a MC Reset Everything in each world at least once every six sim weeks or so. Some seem to require and benefit from it more often than that. It's intrusive to gameplay certainly, I try to do this in the middle of the night when I need to so far fewer sims are at work/school or out and about. But it's not harmful to sims and their progression provided the sims aren't totally corrupt (which would likely be noticeable in many other ways) to begin with.
I'm not sure that sims in their outerwear in a tavern is a symptom of something wrong, though. They changed before leaving home or wherever they were from the sound of it, but just aren't changing again once they get somewhere unless they have a very good reason to (work outfits, sleepwear, showering, going swimming, woohooing, etc.). That sounds pretty typical and agrees with what Chain was saying. Maybe what you want is some dress code signs for these places, since the management has failed to provide a proper coat check role sim, the latter of which of course doesn't really exist.

The thing is, the issues I've described didn't happen before installing/uninstalling Dresser. When Sims went indoors, they'd change out of outerwear into everyday - inside any building. Going outside meant changing out of their nightwear. So it wasn't typical for my game at all, which is why I thought it might've been Dresser.
Anyway, I did the reset and when Beatrice came indoors, she changed into her everyday. Admittedly, it wasn't at the door like usual, but it's something. As this was only one instance, with an active household, I will continue to keep an eye.

I installed Retuner in order to alter the temperature at which a Sim puts on outerwear (I wish I could also have them do it when it's snowing/snowy, but hey), only it wasn't in General > By Tunable XML > Sims3.Gameplay.Actors > Sim as specified, but General > By Tunable XML > Sims3.Gameplay.ActorsSystem... I should probably move this to the Retuner page though. Retuner scares me.
