NRaas > GoHere > Allow Boat Routing > False.
Doesn't work at all on v43 of GoHere, it does on v44 in beta testing. Taxi boats will still appear and occasionally a sim may try to take one if the timing is just right before the boats get cleaned up, but in the experience of most users this rarely happens now.
Afraid I don't know of any way to allow autonomous boat routing generally but shut down the water taxis only.

Yeah, Riverview is actually what made me jump all over the v44 of GoHere when it was in its infancy, long before the fancy door locking features. There aren't many places where boat routing and water taxis make sense because the waterways are so narrow. The boats just go in little circles and can't land/dock anywhere on the other side. Or is it port? Whatever the correct term is.
It has been suggested to me that some combination of barriers might force sims to stop trying to route across the rivers and use the long way around (usually over a bridge). More strategically placed subway stations might also help. But there are admittedly a few places where those don't make sense, just off the cemetery lot is a popular one, and a in a couple of others such might get in the way of sims trying to fish there.

They used at least for me cross the river every once in awhile before IP, it just happens a little more often now.
The first thing I had to do with Riverview was remove the diner rabbit hole and replaced it Bruntons Boxcar Diner it's half the size of Hogan and fit in that tiny spot really well and doesn't look out place for the theme of the town

@sittingbear - That autonomous swimming drove me nuts. If you decide you can't live with that constant swim around you can stop that with Retuner. From City Hall or a computer>NRaas>Retuner>Settings>General>By Object>Sim>Swim Around
(There are two options to select for Sim. The second one has the Swim Around settings.

@brappl - Does that really stop them from swimming to get from Point A to Point B though? I thought that was only for recreational swimming, not going anywhere in particular (routing) that happens to cross water.
I'll certainly have to give this a try when my gameplay takes me back to Riverview if that's working for you in this way. In Bridgeport now, my Big City sims are too sophisticated for such nonsense (or more likely I'm just not noticing it).

@igazor - I thought sittingbear was only referring to recreational autonomous swimming so I can not say 100% that that this one setting stops them from swimming from Point A to B. However, I have also set these settings to False for anonomous:
In Retuner by Object>Terrain
Swim Here - this one might actually be stopping the A to B swim. My sims no longer swim to a specific place.
Boat Here
@sittingbear - you are welcome. I'm not sure if it is trait related either as not all the sims had any type of water related traits.
