What I posed was actually a question, not just a suggestion. Can you start up and play a test game in an EA world or any other saves successfully? If so and these issues do not occur, we would have to conclude that the problem, whatever it is, is particular to Mesa Grande, your instance of it, and/or those particular sims, not your game overall.

Perhaps a malformed trait tuning mod at play. Also genealogy corruption. Overwatch should be taking care of that on reload. Did you have any other mods in this game that you perhaps removed after it was started?
