Do we really have to do either one? Let's rent the one in the amusement park gloomy sub-basement under the roller coasters. You know, the place originally zoned for the red light district, with the bowling alleys just above it.
By the way, despite the fact that at first glance it seems a bit absurd, I saw it as a great idea. It could be a place for a vampire wedding.

Another idea for the basement: in my rl area there's a a lasergaming (or is it called laser tag, dunno), bowling and escape-room establishment in a basement. Since you already have a bowling ally and I don't see a way to implement laser tag in your game (would've been awesome though), why not make an escape room using WA tomb objects. Sure making one yourself spoils the fun of solving it, but you could send the library file to a friend and let him/her make one for you. I wouldn't use half the space of the basement for it, but it could be a cool small addition. Or add a super secret elixir store in the deepest levels of the basement, if your supernatural population is more secretive.

Since this is for the Boardwalk Lot that was originally planned for Roaring Heights, maybe a 1920's Speakeasy style club and casino?
That would definitely fit in with your red light adult only district and being in a lower level basement would be the perfect place. Especially under a bowling alley that would mask the noise of a place serving illicit spirits!

A bit late to the party, but figured I might as well throw in my 2 cents. (I haven't actually used the lot so this stuff may already be there.)

Show venue for performances with three separate stage areas like a three-ring circus to host musicians, acrobats and magicians. One really crazy idea would be to have horse performance shows using the Showtime system. They could do jumps with the fire hoop for the crowd. If there were some way to incorporate that into an acrobat's performance it would be phenomenal. Imagining a performance career for horses with the performance area being below ground and adjacent to the circus/stage.

Extreme sports area for rock climbing, snow boarding, trampoline and surfing. Bull riding from ST? The jet pack and the zero-g features from IF? Hot-Air Balloon rides (outside of course.) Other possible attractions--the snake charm basket from WA and fire walking from IP. The broom arena from SN might work as another attraction.

Carnival Games--Has anyone made an object like a balloon dart game? Ring toss? Ping-pong ball toss? I would assume they would work like a dart board, horseshoes, and juice-pong respectively. The putting/golfing object might be adaptable. Another carnival game that works similar to the roulette wheel from the store would allow for gambling/gaming. If they were connected to a prize system similar to the festival tickets that would be awesome. Possible prizes--stuffed toys, goldfish in a bowl, hackeysack/frisbee/sports balls, posters, orb of answers, portable stereo, bicycle, costume chest, drawing tablet, street-art sack, imaginary friend doll.

Could the food carts and buffet tables from IP be used as dining options for guests? Maybe you could reassign it as a resort--I'm sure there are/were hotels near the boardwalk so it wouldn't be that far-fetched to have a boardwalk themed resort.

Isn't there an open-air self-serve cafe in IF, and could it be adapted for the boardwalk? I saw something about the snow cone and popcorn carts. Don't forget the cotton candy cart and the gumball machine! The chocolate fountain and jellybean bush might be good additions, too. Could the lemonade stand be used for lemonade shake-ups? How about the fortune cookie maker?

Custom postcard/photo booth options with Victorian clothes or clown costumes, or a shot from the top of the roller coaster as your sims start down the first drop.

Is there a way to add gambling features to the equestrian center? The horse racing venue with a bookie and a charge for admission would fit with the theme IMHO. There is a lottery ticket feature in the game and I'm wondering if that system could be adapted for the horse races. Maybe even adapt the stadium's game attendance feature so sims can attend as part of a date for a bit of fun?

Someone else mentioned a glass maze-you could take it a step further and create a dungeon/tomb style House of Fun complete with dive wells, fire traps, bug-infested triggers, hidden doors, and movable statues. Imagine mummies, zombies and ghosts attacking your sim for jump-scare fun. A genie lamp might make for a good prize. For a dark twist there's the Doorway of Life and Death.

So not that my brain is full of crazy fun ideas I really think I need to load Roaring Heights and spend some time at the Boardwalk Venue myself.
