I fell asleep after I wrote that lol. I don’t even remember I clicked “submit.” Lol.
Ok. It’s a bit hard to explain without screenshots but i will try my best.
I started to demolish things in the lot part by part then i realized that it stopped crashing when I demolished the stairs.
So I looked into the stairs and tried to figure out the problem.
The only suspicious thing about those one-tile stairs in the lot is that the ground under the stairs was sloped and the foundation part stopped before those sloped section. So when it snowed, i think the sloped parts under the stairs was considered as open space and was supposed to be covered by snow. I don’t know why but I think that caused the problem because I used constrainfloorelevation cheat, pushed that sloped ground parts under the foundation part and made the ground parts under the stairs flat.
It worked!!

I assume you demolished the stairs to do this? Do you know when the lot was built? Because stairs got several upgrades throughout the series so maybe you had an older set and it didn't like those. But it very well could have been the ground issue too. That's interesting. I know the engine does a lot of Eisenstein style math to figure out snow depth so perhaps EA didn't account for slope meets foundation. I have no idea how you figured that out but welcome to the world of debugging this game. It can be a huge pain

In actuality the cheat constrainfloorelevation it's a real evil. Of course, it's sometimes necessary in the construction process, but after using it, you should expect unpleasant surprises. I suspect it's because of it that characters sometimes fall under the lot. I have a less difficult problem than you, but I'm tired of fixing my town.

Yea I demolished stairs and fixed the slopes with the cheat and the flattening tool then I added the stairs at the same places afterwards. The interesting thing about those stairs that were already there was that they seemed to be grouped together. It’s hard to explain but several one-tile stairs are grouped together and became one set of big wide stairs. I don’t know how the creator did that but when I clicked the stairs with that eyedropper thing and checked the catalogue, it was just a regular grey one-tile stairs. Maybe it’s one of the tool that has been always there but I have not known..? Well.. I still don’t know how to group stairs but looked really convenient so instead of demolishing all the stairs at once, I left some that were on the other side of the lot and used them for the side I was working on by using the eyedropper tool. Then, I replaced them later eventually.
I’m not sure when this lot was created but I can definitely say that it was before the Showtime. Maybe around the Generations era. i used those original grouped stairs set when I was adding the stairs again with the eye dropper tool so I am not sure if the old version stairs was the issue.
It must be something about stairs, slopes and foundation cause that stopped crashing but I am not sure how they interacted each other.. wish i could share these screenshots but I don’t know how.. I just assumed when the game generates that thick layer of snow on the slope under the stairs after a certain amount of snowing, graphically that crashed with the stairs above because in the same situation where the same slopes meeting the same foundation, they were ok only if I demolish the stairs above those slopes.

anyways, i spent hours of taking the building apart one by one and experimented with every possible case lol. So many crashes lol. It was possible only because I used the Builder’s island. Thanks to the creator of that island! Lol

In Build Mode there is a Stair Width function that can be used to make wide stairs.

They might have used the moveobjects cheat.
