Sorry, I went back to add to my post and you had responded already.

You could try setting the curfews on the children individually using their Sim Options. That's going to be a pain as time goes on and new children arrive or age up from the younger states and you would want to change that around as the town's children get older, but I mean this might be something to try to see if it has an impact on their behavior at night.

I could try that, especially on the ones that are not complying with the curfew. Most seem to go home after 8pm.

On Town Options, I have Start 5, End 6, force False. In other words, not much of a curfew at all.
On Caste Options, for a Children and Younger caste I have Start 22, End 6, force True. I also have Push: Allow at Night set to False.

On a random resident child, under Sim Options they show in (parentheses) as inherited from the caste of Start (22), End (6), Force (True).

Well it seems to be working. I checked at 2 am and 99% was at home, including the adults. There were a few stragglers wandering around town and the odd couple of kids, but they were going home. The town looks very quiet at night now :)

My sims have always plotted against me lol. In a few months I'll probably forget this post and post about my sims not leaving the house and the town being to quiet at night!
